He was born in 1961 in Çaykara, Trabzon. He received his primary and secondary education in Trabzon. He undertook his undergraduate studies in painting at Gazi University, Faculty of Education. He received his master degree from Gazi University in 1986 and certificate of proficiency in art in 1988. He received his Ph.D degree from Selçuk University in 1966. He served as charter member and head of the painting department at Selcuk University in 1990. He became Associate Professor in 2006 and Professor in 2011. He is currently serving in Faculty of Fine Arts at Gazi University. Karoğlu is the member of Turkey Fine Arts Proffessional Association (GESAM), International World Art Academy And International Fine Artists Society.
