He was born in Limassol on 13 May 1939. While he was attending high school, he started to serve as a photojournalist to Fevzi Ali Rıza, owner of the Hürsöz (Freeword) newspaper.

He graduatedfromİstanbul University, Faculty of Economics, Institute of Journalism. From 1989 to 1993, he worked for Kıbrıs (Cyprus) and Birlik (Unity)
newspapers. Şinasi Başaran, who has been dealing with commercial business until 2000, started to work for the Voice of Turkish Cypriot Newspaper.
