Novruzov studied at Zimzate State School of Fine Arts between 1980-86. In 1993, he graduated from the Painting Department of Azerbaijan Fine Arts Academy. Between 1995 and 2000, he worked as a teacher at Zimzate State Fine Arts University. Since 2001, he has been teaching at the Department of Painting, Faculty of Fine Arts, Çanakkale 18 Mart University. The artist held many private national and international exhibitions and participated in mixed exhibitions. His works take place in many private and official collections.
