He was born in 1957 in Uzbekistan. Between the years 1987-2000, he was the Chief Architect of Kokand City in Uzbekistan. Since 1998, he has been a member of the Architects Union. In 1989, he participated in the contest of young architects in the city of Halle, Germany and took the 2-nd place in the competition. In 1991, he was awarded with the ‘A.Navoiy’ national state prize for the complex in Kokand city. Murod Fozil and Mukhammad Fozili collaborate by making graphical paintings together.
